§ 13.28.070. Review and increase of rates.

  • A.

    The city shall review the rates charged for water and sewer services on a yearly basis to insure that such rates being charged are sufficient to cover costs associated with producing and supplying such services, including any outstanding debt.

    B.

    For years 2007 through and including 2016, such rates shall be increased by a percentage equal to or greater than the preceding year's rate of inflation as measured by the Consumer Price Index.

    C.

    For fiscal years commencing May 1, 2015, May 1, 2016 and May 1, 2017, the capital improvement rate shall be increased by three dollars each fiscal year, said charge to be used for reduction of bond debt service attributable to the waste water treatment plant upgrades, maintenance and other capital improvements related to the water service and waste water treatment plant.
