The Surface Water Management Ordinance establishes the policies and objectives adopted
by the city for surface water management. The ordinance also includes a common location, Chapter 16.85, of definitions, and other sections covering administrative procedures and legal
foundation. These surface water technical regulations further define much of the specific
criteria by which plans and implementations shall be judged to meet the policies and
objectives. They, too, are adopted by the city, except that Section 1000 and beyond
is for guidance that may be established, and revised as appropriate, by the administrator.
