§ 16.25.010. Surveying aspects.

    General. The final plat shall include a correct survey of the property being subdivided or developed, including a legal description. A north arrow, a scale and all section and quarter section lines shall be indicated on the plat. The lines and dimensions of all adjoining properties, and the names, lines and dimensions of all adjoining streets shall be shown. All dimensions, linear, curvilinear and angular, necessary to properly resurvey shall be shown, with linear dimensions in feet and decimals of a foot. Each plat shall be tied to the cities GPS control points as provided with a digital copy of the plat being provided to the city following the recording of the plat.

    B.

    Monumentation. Every development shall provide monuments located and described on the final plat in the manner required by the Plat Act (Illinois Compiled Statutes, 1993, Chapter 109, Section 1).

    C.

    USGS Monument and Benchmarks. Every development shall provide two benchmarks, one of which must be a USGS monument, set on the external boundaries of the tract to be divided, and shall designate upon the plat the points where they will be found. These monuments shall be set by the surveyor in a manner that they will not be moved by frost. In the event that the points fall within a street, the monuments must be placed in the right-of-way line of the street.

    D.

    Additional Monuments. Additional monuments will be placed at all corners, at each end of all curves, at the point where a curve changes its radius, at all angle points in any line, and at all angle points along a meander line, the points to be not less than twenty feet back from the normal water elevation of a lake or from the bank of a stream, except that when such corners or points fall within a street, or a proposed future street, the monuments must be placed in the right-of-way line of the street.

    E.

    State Plane Coordinates. All coordinates shall be based upon state plane coordinates and shall tie to existing monuments as set by the City of Byron and referenced on the control diagram, prepared by the city engineer.

    F.

    Materials. USGS monuments and benchmarks must be constructed of concrete or stone in accordance with the plat act. Other monuments shall be constructed of iron stakes, five-eighths inch in diameter, or other suitable material.

    G.

    Plat Media. All plats of development shall be submitted to the city on twenty-four inch by thirty-six inch mylar for recording purposes. Recording is the responsibility of the developer. The same plat shall also be submitted to the city engineer in electronic format on a diskette which can be read using a Windows operating system in a DWG (AutoCAD) 2000 format, unless otherwise specified by the city engineer.

    H.

    Markers. Markers shall be placed so that the center of the bar or marked point shall coincide exactly with the intersection of lines to be marked, and shall be set so that the top of the marker is level with the finished grade.

    Markers shall be set:

    a.

    At the beginning and ending of all curves along street property lines.

    b.

    At all points where lot lines intersect curves, either front or rear.

    c.

    At all angles in property lines of lots.

    d.

    At all other lot corners or boundary angles.

    2.

    Markers shall conform to the standards set forth in Appendix C.

    a.

    Any street designed to be used as an entrance to or part of an industrial park will utilize the truck route pavement section.

    b.

    Bituminous tack-coat material shall be placed between all asphalt layers.
