§ 2.08.140. Meetings—Public comment.

  • All persons shall be permitted an opportunity to address public officials at any meeting of the council, including but not limited to regular council meetings, special meetings, committee meetings or planning sessions, pursuant to the following guidelines:

    A.

    The person wishing to address the public officials must register on the sign-in sheet at the commencement of the meeting;

    B.

    The person addressing the public officials must be a resident of the City of Byron, or reside within the mile and a half jurisdictional limits of the city;

    C.

    Public comments shall be limited to no more than three minutes per person, except that if more than one person is addressing the same topic or issue, the total time allocated to the topic or issue shall not exceed ten minutes, without consent of the mayor or chairperson of the meeting.

    D.

    The time for public comment shall be designated on the agenda and there shall be no requirement to allow public comment at any other point of the meeting, without the consent of the mayor or chairperson of the meeting.

    E.

    All persons addressing the public officials shall be courteous and respectful.

    F.

    The mayor, or chairperson of the meeting, shall have authority to terminate a person's public comment under this section, if the person fails to adhere to the guidelines set forth in this section or is otherwise unduly disruptive. If the person continues to be unduly disruptive after the mayor/chairperson terminates public comment, the person may be removed from the public meeting or hearing.
