§ 8.60.010. Definitions.

  • The following words, terms, and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    "Ashes" means residue from fires used for cooking and for heating buildings.

    "Brush" means limbs in excess of one inch in diameter accumulated as a result of the care of bushes, shrubbery and trees.

    "Bulky items" means wood furniture, mattresses, metal furniture, and small quantities of cement.

    "Composting materials" means all accumulations of grass, leaves, decomposing vegetable garbage and related products which are normal and customary material for soil compost.

    "Garbage" means waste resulting from the handling, preparation, cooking, and consumption of food; wastes from the handling, storage and sale of produce; household refuse and rubbish.

    "Recyclable materials" means all newspaper, glass, tin and aluminum cans, plastic jugs and bottles with the numbers one through seven on the bottom. Each material shall be deemed a separate recyclable item. The following materials are not recyclable and must be bagged with the other rubbish: Pyrex glass, window glass, light bulbs, mirrors, broken glass and china; all Styrofoam and plastics not numbered; all office paper, waxed paper, cardboard, milk cartons and any paper that is not newspaper.

    "Recycling containers" means a plastic container specifically designated for recycling purchased and distributed by the contractor to residents, or a wheeled, covered cart herein referred to as a sixty-five gallon toter specifically designated for recycling with a tan colored lid.

    "Residential" means any collection site that services family residences, in whole or in part, as single-family homes, two-family homes, multi-family homes, apartment units and condominiums, that do not receive garbage or refuse collection via use of a dumpster. For purposes of this chapter, residential does not include two-family residences, multi-family homes, apartment units or condominiums serviced by dumpsters. Single-family residences that contract with an outside provider for a dumpster shall still be charged for service under the ordinance codified in this chapter.

    "Rubbish" means combustible trash, including paper boxes, cardboard, wood, noncombustible trash, including metal materials, cans, glass and crockery; and any other waste materials not otherwise defined herein. Rubbish shall not include dirt, earth, wastes from building operations, industrial processes and manufacturing operations such as food processing wastes; nor shall rubbish include recyclable materials, landscape waste or any materials of a hazardous, toxic, volatile, highly flammable or explosive nature nor any materials in violation of any rule, regulation, statute or law.

    "Sixty-five gallon toter" means a sixty-five-gallon wheeled cart with lids for residents to utilize for setting out household garbage and recycled material.

    "Solid waste" means all waste that normally results from the operation of a household or business, including all garbage, rubbish, ashes and appliances.

    "White goods" means household appliances such as stove, refrigerator, washer and dryer.

    "Yard waste" means any waste material typically derived from landscaping including, but not limited to, grass clippings, leaves, branches and brush, other yard and garden trimmings, vines, garden plants and flowers, weeds, tree droppings (for example, pine cones and crab apples), and other similar organic waste materials accumulated as the result of the usual and customary cultivation and maintenance of lawns, shrubbery, vines, trees and gardens.
