  • Provisions of this section shall apply to all business establishments located adjacent to Municipal Parking Lot 1 (located between Union Street and Walnut Street):

    A.

All businesses shall use a centralized waste and refuse collection system, including grease collection, located within a designated area of the Municipal Parking Lot 1.

    B.

The central collection system shall include dumpsters for the collection of waste and refuse, as well as grease collection containers.

    C.

The businesses shall pay a fee to the city's collection contractors, said fee to be determined on a per cubic yard basis and prorated on the business' cubic yard container usage prior to the implementation of this section. The prorated fee shall be added to the business' water and/or sanitary sewer bill.

    D.

Any business that owns sufficient real property to construct an enclosed receptacle for the storage of its own garbage or grease containers on its own property may request city council to allow the owner to opt out of this section by providing written notice to the city, so long as said enclosed receptacle is for the garbage or grease generated only from that business. The written notice shall provide a description of the business' plan as to garbage collection.
